In continuation of my Despatch No. 356 of October 30th transmitting translation of a Note addressed to me by the Wai Wu Pu on the subject of the land taxes in the leased territory of Kowloon, I have the honour to enclose copy of a Despatch which I have received from the Governor of Hongkong in reply to the letter I had addressed to him, enclosing a copy of the Note in question. In this Despatch His Excellency informs me that the persons who are said to have petitioned the Board of Commerce at Peking are not Chinese subjects residing in British territory, but are subjects of His Majesty the King. He requests me to point out to the Wai Wu Pu the impropriety of the Chinese Authorities entertaining petitions from British subjects in the Colony, and to inform them that he will...

of Hongkong in raply to the letter I had addressed to
